0381/2024 - REGULATION OF ACCESS TO SPECIALIZED SERVICES IN THE SUS: A SCOPING REVIEW REGULAÇÃO DO ACESSO AOS SERVIÇOS ESPECIALIZADOS NO SUS: UMA REVISÃO DE ESCOPO
Through a scoping review, using the PRISMA-ScR script, we sought to identify and analyze the scientific production on the regulation of the access to specialized elective services in the SUS,2013 to 2022. The searches were carried out in the Pubmed/Medline and LILACS databases of the Virtual Health Library (VHL) and in the SCIELO database. We identified 25 publications, after applying the eligibility criteria and excluding duplicates. Three categories were used to organize and analyze the results: the concept of regulation; regulatory processes and practices; and care production regulation. The concepts of health regulation identified mostly refer to normative acts, with no conceptual advances in the last ten years. The articles present and discuss instruments, work processes and regulatory practices used to favor integral care and equitable access in a timely manner, but few refer to the capacity of regulatory processes to act in the production of care. The results point to the need to formulate theoretical processes and implement public policies that focus on regulation that produces integral care to overcome the fragmentation of health systems.

REGULAÇÃO DO ACESSO AOS SERVIÇOS ESPECIALIZADOS NO SUS: UMA REVISÃO DE ESCOPO
Abstract(resumo):
Por meio de uma revisão de escopo, utilizando o roteiro PRISMA-ScR, buscou-se identificar e analisar a produção científica sobre regulação do acesso aos serviços eletivos especializados no SUS, no período de 2013 a 2022. As buscas foram realizadas nas bases Pubmed/Medline e LILACS pela Biblioteca Virtual de Saúde (BVS) e na base SCIELO. Foram identificadas 25 publicações, após aplicação dos critérios de elegibilidade e exclusão de duplicatas. Para organização e análise dos resultados foram utilizadas três categorias: conceito de regulação; processos e práticas regulatórias; e, regulação produtora de cuidado. Os conceitos de regulação em saúde identificados se reportam mais a atos normativos, sem avanços conceituais nos últimos dez anos. Os artigos apresentam e discutem instrumentos, processos de trabalhos e práticas regulatórias utilizadas para favorecer o cuidado integral e o acesso equânime em tempo oportuno, mas poucos se referem à capacidade dos processos regulatórios atuarem na produção do cuidado. Os resultados apontam para necessidade de formulação de processos teóricos e implementação de políticas públicas que apostem numa regulação produtora de cuidados integrais para superação da fragmentação dos sistemas de saúde.
