Abstract:

Primary health care occupies a strategic position in universal health systems, but assumes different forms according to historical trajectory, state capacity, financing, workforce organization, and social inequalities. This article comparatively analyzes the PHC models of Brazil and Denmark, considering historical-institutional trajectory, governance, financing, organization of care, territorialization, coordination, equity, and evaluation. In Brazil, the Family Health Strategy has consolidated a territorial, multiprofessional, community-based, and redistributive model of PHC linked to the Unified Health System. In Denmark, primary care is organized around general practice, with general practitioners acting as the first point of contact, care coordinators, and gatekeepers to specialized care. The comparison indicates that Brazilian PHC is broader in its socio-territorial grammar, but less protected by stable institutional, fiscal, and federative conditions. Danish PHC presents greater institutional stability and clinical coordination, but incorporates community, territorial, and intersectoral dimensions less intensively. The article concludes that strong PHC models depend on the combination of first contact, longitudinality, coordination, comprehensiveness, community orientation, equity, and institutional sustainability.
