This theoretical essay examines the concept of “waiting” through the lens of the Anthropology of the State. The waiting imposed by the State is intertwined with the repercussions of historical debts, denying or imposing barriers to the rights of people affected by epidemics and pandemics. These periods of waiting have the unexpected effect of fostering associative networks and struggles for rights, which challenge state control in the creation of margins. We draw from a collection of memories built through oral sources with people living with or affected by polio, HIV/AIDS, Zika, and COVID-19, who are also rights activists. This collection comprises interviews, conversations at public events, and content shared on digital networks. The notion of care as reparation and a right, the debate over specialized care and primary care, the model of healthcare provision, and the margins of responsibility constructed by a politics of waiting are analyzed throughout the essay.

Abstract(resumo):
Este ensaio teórico articula a discussão sobre as "esperas" pelas lentes da Antropologia do Estado. As esperas impostas pelo Estado se entrelaçam com repercussões de dívidas históricas, negando ou impondo barreiras aos direitos de pessoas atingidas por epidemias e pandemia. As esperas têm como efeitos inesperados as redes associativas, de lutas por direitos, que tensionam o controle do Estado, na produção das margens. Partimos de um acervo de memórias construído através de fontes orais com pessoas vivendo/convivendo com poliomielite, HIV/aids, Zika e Covid-19, que ao mesmo tempo são ativistas por direitos. Compõem esse acervo entrevistas, conversas em eventos públicos e circulações disseminadas nas redes digitais. A noção de cuidado como reparação e direito, o debate sobre atenção especializada e atenção primária, o modelo de oferta de saúde e as margens da responsabilidade construída por uma política das esperas comparece analiticamente no percurso do ensaio.
