0084/2026 - Overview of the Supply of Programs in Secondary Vocational Nursing Education: Competing Interests Panorama da Oferta de Cursos de Formação Técnica de Nível Médio em Enfermagem: Interesses em Disputa
The large number of nursing assistants and nursing technicians has an impact on health care. Our objective is to analyze data regarding the supply of vocational nursing programs in Brazil from 2018 to 2022: the number of schools, their categorization as public or private, the number of programs, the enrollments and their kinds. Microdata from the School Census of the Anísio Teixeira National Institute of Educational Studies and Research (INEP) were used. In 2022, 1,855 schools offered these programs, 80% of which were private. In the public sector, the State supply prevailed. However, in 2018, it accounted for only 19.5% of the supply. In 2018, 40 schools were Federal (2.4%) and in 2022, 35 schools (1.9%). The total number of programs was 2,568 and there was an increase in enrollments from 304,528 in 2018 to 359,034 in 2022. The 2019 figure was seven times larger than the second best on the environment & health segment. In 2019, 87% of enrollments were in private schools. The subsequent enrollment kind prevailed. There is a discrepancy between the predominance of private supply of programs and the vocational education sufficient to the SUS. The need for a public policy in vocational health education, including nursing, for the fight for fundamental changes is reinforced.

Panorama da Oferta de Cursos de Formação Técnica de Nível Médio em Enfermagem: Interesses em Disputa
Abstract(resumo):
O elevado número de auxiliares de enfermagem e técnicos de enfermagem tem impacto no cuidado à saúde. O objetivo é analisar dados relativos à oferta do curso técnico em enfermagem, de 2018 a 2022, no Brasil: número de instituições, seu caráter público ou privado, número de cursos, matrículas e suas modalidades. Utilizados microdados do Censo Escolar do Instituto Nacional de Estudos e Pesquisas Educacionais Anísio Teixeira. Em 2022, 1.855 instituições ofertaram esse curso, sendo 80% privadas. Na esfera pública, predominou a oferta estadual, contudo, essa representou, em 2018, somente 19,5%. As escolas federais, em 2018, foram 40 (2,4%) e, em 2022, 35 (1,9%). O número total de cursos foi 2.568 e houve aumento nas matrículas de 304.528, em 2018, para 359.034, em 2022. O valor de 2019 representou sete vezes mais o segundo colocado, no eixo ambiente e saúde. Em 2019, 87% das matrículas foram em instituições privadas. Destacou-se a modalidade subsequente. Há contradição entre o predomínio da oferta privada e a formação que responda às demandas do SUS. Reitera-se a necessidade de política pública de formação de técnicos da área da saúde, incluindo a enfermagem, na luta por transformações estruturais.
