Abstract:

The article argues that the Brazil`s response to disasters and public health emergencies (PHE) in the field of mental health and psychosocial support (MHPSS) should be led by the Unified Health System (Sistema Único de Saúde [SUS]) through a tripartite arrangement (federal, state, and municipal). To this end, it draws on the experience of part of the SUS National Force team that operated in 2024 during the response to the socio-environmental disaster in the state of Rio Grande do Sul. The implemented approach considers international protocols and is aligned with Brazilian public policies, the health reform, and the psychiatric reform movement. These foundations allowed the development of a care strategy for the psychosocial suffering generated by the tragedy that considered both the collective and individual dimensions of this process. The importance of articulating preventive actions, adequate preparedness, coordinated responses, and sustainable MHPSS strategies over time is emphasized to support the community well-being and resilience. In the field of MHPSS, the response to socio-environmental disasters should strengthen the public health system, promote collective and integrated actions, avoid a medicalizing approach, and foster continuous, plural, and humanized psychosocial care.
