Abstract:

This scoping review using the PRISMA-ScR methodology identified conceptual, structural, and functional frameworks of health observatories (HO) to support the creation of the health observatory for the Black population (HOBP). The searches in the Virtual Health Library, PubMed, Embase, and Google Scholar databases between Oct/2024 and Dec/2024 retrieved 2,125 non-duplicate records, of which 78 were included. A framework for the HO was obtained, as well as strengths, weaknesses, opportunities, and gaps identified. Most of the HO influence decision-making, are managed and funded by the public sector with limited and minimal social participation and social control. Unpredictability of funding and adverse political context threaten the sustainability of the HO. Only two studies addressed race without considering gender, age, territory, and other intersectionalities. It is concluded that there is a need to incorporate racial equity from an intersectional and participatory perspective to monitor and evaluate policies and support decision-making. The creation of the HOBP, as a social and transformative technology, by filling this gap, is configured as an innovation.
