This study investigated the association between the domains of the National Digital Health Maturity Index (INMSD) and the Telehealth and Digital Services score across administrative health regions of the SUS in São Paulo. The analysis covered the state’s 18 Health Macroregions (RRAS), using descriptive statistics, Pearson correlation, and linear regression with a 5% significance level. The overall INMSD mean was 0.40, with high variability (0.32–0.86) among macroregions. The domains “Professional Training and Development” and “Telehealth and Digital Services” showed the lowest means and greatest variability. Strong positive correlations were initially observed between telehealth and several domains. However, after identifying influential and discrepant macroregions, the regression models were readjusted with their exclusion to improve robustness. After adjustment, only the “Digital Infrastructure” domain remained a significant predictor of the “Telehealth and Digital Services” score (r=0.61; p=0.0091) in the final model. Digital infrastructure thus emerges as the main determinant for advancing telehealth in São Paulo’s SUS, indicating that investments in this area are essential to strengthen digital health and reduce regional disparities.

Infoestrutura como fator determinante da Telessaúde no SUS em São Paulo: uma análise da maturidade digital em saúde.
Abstract(resumo):
O estudo investigou a associação entre os domínios do Índice Nacional de Maturidade em Saúde Digital (INMSD) e o escore de Telessaúde e Serviços Digitais nas regiões administrativas do SUS em São Paulo. A análise abrangeu as 18 Macrorregiões de Saúde do Estado (RRAS), utilizando estatísticas descritivas, correlação de Pearson e regressão linear, com nível de significância de 5%. A média geral do INMSD foi de 0,40, com alta variabilidade (0,32–0,86) entre as macrorregiões. Os domínios “Formação e desenvolvimento profissional” e “Telessaúde e serviços digitais” apresentaram as menores médias e a maior variação. Inicialmente, observaram-se fortes correlações positivas entre telessaúde e vários domínios. Contudo, diante da identificação de macrorregiões influentes e discrepantes, os modelos foram reajustados com sua exclusão para maior robustez. Após o ajuste, apenas o domínio “Infoestrutura” permaneceu como preditor significativo do escore de “Telessaúde e serviços digitais” (r=0,61; p=0,0091) no modelo múltiplo final. Assim, a infoestrutura destaca-se como principal fator para o avanço da telessaúde no SUS paulista, indicando que investimentos nessa área são essenciais para impulsionar a saúde digital e reduzir desigualdades regionais.
