Abstract:

The identification of persons with disabilities for social policies is in theoretical, political, and social dispute in Brazil. There is a transitionthe biomedical model, based on medical reports with the designation of a code of the International Classification of Diseases and Related Health Problems (ICD), to the biopsychosocial model with a multi-professional and interdisciplinary evaluation as provided for in the Brazilian Law of Inclusion. This theoretical essay aims to present some subsidies for the discussion on the assessment of disability. This text presents a theoretical conceptual dispute as a matrix for reflection, the evaluation instruments, and the political movements related to social actors. This essay seeks to cover a gap in the Brazilian scientific literature, broadening the debate on Disability Studies, as well as promoting information in simple language for health professionals, and persons with disabilities. We argue that disability evaluation should consider all determinants, such as the multicausal outcome, having functional, environmental, and personal factors. The approach must be based on evidence, placing the person-environment as the central point and disability as its interactive result.
