The study aimed to analyze the acquisition of foodFamily Farming (AF) for the National School Food Program (PNAE) in the State of Rio de Janeiro (ERJ). This was a temporal, exploratory, and analytical study based on secondary datathe National Fund for the Development of Education (FNDE) on AF between 2011 and 2022. The amounts transferred by FNDE and the percentage used in the purchase of foodAF intended for school feeding were investigated, as well as the percentage of budget reprogramming, the number of Declarations of Eligibility for the National Program to Strengthen Family Farming (DAPs), and changes in municipal managers of ERJ. There was an increase in food acquisition until 2019, and the Center-South, Serrana, Northwest, and North regions of ERJ obtained the highest percentage. Between 2020 and 2021 (pandemic period), a significant number of Executing Entity (EEx) reprogrammed the amount received, reaching 40-50%. The active DAPs linked to each municipality and managers did not influence the acquisition of AF. Although there was a gradual increase in the acquisition of AF for the PNAE, the ERJ still needs incentives and efforts to formulate strategies for the production, supply and purchase of these foods, as well as articulations between producers and the EEx.

Aquisição de alimentos da Agricultura Familiar para o Programa Nacional de Alimentação Escolar no Estado do Rio de Janeiro
Abstract(resumo):
O objetivo deste estudo foi analisar a aquisição de alimentos da Agricultura Familiar (AF) para o Programa Nacional de Alimentação Escolar (PNAE) no Estado do Rio de Janeiro (ERJ). Estudo temporal, exploratório e analítico a partir dos dados secundários do Fundo Nacional de Desenvolvimento da Educação (FNDE) sobre a AF entre 2011 e 2022. Foram investigados os valores repassados pelo FNDE e os percentuais utilizados na compra de alimentos da AF destinados a alimentação escolar, assim como o percentual de reprogramação orçamentária, o número da Declaração de Aptidão ao Programa Nacional de Fortalecimento da Agricultura Familiar (DAPs) e as mudanças de gestor municipal do ERJ. Ocorreu um aumento da aquisição de alimentos até 2019, e as regiões Centro Sul, Serrana, Noroeste e Norte do ERJ obtiveram o maior percentual. Entretanto, entre 2020 e 2021 (período pandêmico), um número expressivo de Entidade Executora reprogramaram do valor recebido, chegando a 40-50%. As DAPs ativas vinculadas em cada município e gestores não influenciou a aquisição da AF. Embora tenha ocorrido aumento gradual da aquisição da AF para o PNAE, o ERJ ainda necessita de incentivo e esforços para a formulação de estratégias de produção, oferta e compra de gêneros alimentícios oriundos da AF, assim como articulações entre os produtores e as EEx.
